  1. 1 Preheat the oven to 350 degrees F (175 degrees C). Grease and flour a 9x13-inch pan.
  2. 2 Stir flour, baking powder, and baking soda together in a medium bowl. Combine chocolate chips, 1/2 cup sugar, and cinnamon in a small bowl.
  3. 3 Cream remaining 1 cup sugar and butter in a large bowl with an electric mixer. Mix in eggs, sour cream, and vanilla until well combined. Mix in flour mixture until incorporated; batter will be thick.
  4. 4 Spread 1/2 of the batter into the prepared pan. Sprinkle 1/2 of the chocolate chip mixture over top. Repeat layers once more.
  5. 5 Bake in the preheated oven until a toothpick inserted near the center comes out clean, 25 to 30 minutes.
  6. 6 Remove from the oven and place onto a wire rack to cool.
