  1. 1 Preheat the oven to 350 degrees F (175 degrees C). Grease a 12-cup muffin tin or line cups with paper liners.
  2. 2 Whisk flour, cocoa powder, pumpkin pie spice, baking soda, baking powder, and salt together in a large bowl. Stir in brown sugar until well combined.
  3. 3 Make a well in center of cocoa powder mixture with a spoon. Add pumpkin purée, eggs, vegetable oil, sour cream, and vanilla extract to the well; stir until batter is just blended. Stir in 3/4 cup chocolate chips until well combined.
  4. 4 Divide batter evenly between the prepared 12 muffin cups. Sprinkle remaining 1/4 cup chocolate chips on top.
  5. 5 Bake in the preheated oven until tops spring back when lightly pressed, 18 to 22 minutes. Cool in the tin for 5 minutes. Transfer to a wire rack to cool completely.
