  1. 1 Gather all ingredients.
  2. 2 To make the cowboy butter: Stir softened butter, garlic, parsley, chives, mustard, lemon zest, lemon juice, smoked paprika, salt, black pepper, thyme, chili powder, and crushed red pepper in a bowl until well combined; set aside.
  3. 3 Preheat the oven to 450 degrees F (230 degrees C).
  4. 4 Place cowboy butter in a 9-inch square glass or ceramic baking dish. Place dish in the oven as it is preheating until butter is fully melted, 3 to 5 minutes; remove from the oven.
  5. 5 To make the biscuit dough: Mix flour, baking powder, sugar, and salt together into a bowl; rub in butter until dough resembles coarse crumbs. Stir in buttermilk to make a dough.
  6. 6 Pour biscuit dough into the baking dish and spread over melted butter. Use a bench scraper to cut dough into 9 equal pieces.
  7. 7 Bake in the preheated oven until golden brown on top, 20 to 25 minutes.
