Preheat the oven to 350 degrees F (175 degrees C). Grease the bottom of a tart pan with a removable bottom; line with parchment paper.

Whisk almond meal, oat flour, and baking powder together in a bowl.

Whisk maple syrup, egg, coconut oil, vanilla extract, almond extract, and salt together in a large bowl; fold in almond meal mixture until forms a sticky dough.

Press dough into the prepared pan; arrange pears, cut-sides down, on top dough.
