  1. 1 Preheat oven to 350 degrees F (175 degrees C). Grease an 18-cup muffin tin or line cups with paper liners.
  2. 2 Sift 2 ½ cups all-purpose flour, 2 cups sugar, pumpkin pie spice, baking soda, and salt together in a large bowl. Mix pumpkin, oil, and eggs together in a separate bowl. Add pumpkin mixture to flour mixture and stir just until batter is moistened: fold in apples.
  3. 3 Spoon batter into the prepared muffin cups, filling each to the top.
  4. 4 Mix 2 tablespoons flour, ¼ cup sugar, and ½ teaspoon ground cinnamon together in a small bowl. Cut in butter with 2 knives or pastry blender until mixture resembles coarse crumbs. Sprinkle topping evenly over muffin batter.
