  1. 1 Gather all ingredients.
  2. 2 Stir together carrot, eggs, onion, and milk in a bowl.
  3. 3 Mix together flour, salt, and baking powder in a large bowl; Stir in carrot mixture.
  4. 4 Heat 1/4-inch vegetable oil in a large skillet over medium-high heat. Drop batter by 2 tablespoon portions into hot oil, flattening them slightly to make 1/2-inch thick patties.
  5. 5 Cook until golden brown and centers are cooked through, about 2 minutes. Flip and cook on the other side.
  6. 6 Drain on paper towels and hold in a warm oven while preparing remaining fritters.
  7. 7 For Gochijang-Honey Dipping Sauce: Whisk together mayonnaise, sour cream, gochujang, honey, salt and pepper in a small bowl.
  8. 8 Serve with Gochijang-Honey Dipping Sauce. Sprinkle with chives or cilantro.
