Preheat the oven to 350 degrees F (175 degrees C).

Combine blueberries, 1 cup sugar, water, and 1 tablespoon butter in a saucepan over medium heat; cook and stir until heated through, about 5 minutes. Transfer mixture to a deep 1 ½- to 2-quart baking dish.

Beat remaining ½ cup sugar and remaining 1 tablespoon butter together in a bowl until creamy; sift in flour, baking powder, and salt and stir to combine. Add milk; stir until well combined. Pour batter over blueberries.
